But in a later briefing, CoGTA Minister Dr Nkosazana Dlamini-Zuma reversed that decision. In his weekly letter to the nation, President Cyril Ramaphosa made it clear that the decision was a collective one. Various lobby groups accused Dr Dlamini-Zuma of defying the president.
